What is the purpose of this bamboo and basket?

When I was walking along the Ganges' ghats I noticed these poles and baskets near Panchganga Ghat at the northeastern end of the ghats.



Does anyone know their function? What are they used for?

I had always been meaning to find out what they're all about. Your question prompts me to do something about it:
Long, lean bamboo poles with bamboo baskets dangling on the upper tips stood in clusters on Madhis (the platforms on both sides of the steps leading to Ganges.) on various ghats of Ganges at Varanasi. This is a common site on ghats in the Hindu month of Kartik. Every evening Diyas [earthen lamps] are lighted and placed in these baskets in the memories of ancestors, the symbolic significance being that these lamps light the path of the departed soul upto heaven. These are known as Aakash deep or Aakash kandeel. The tradition is said to run from as long as people can remember.

There are many other entries corroborating this and giving further info. Just put lamps in baskets on bamboo poles varanasi into a Google search.

Astonishingly enough, it is not as easy as I'd expected to find images of the baskets with lamps lighted. This turned up in a search of varanasi bamboo poles:

The clue was in the cover of the basket.
If you look closely, the cover of the basket is black indicating there must be a naked flame inside the basket.

Amazing! Seriously... I was going to reply that they were counterweights for fishing nets, which, at that time were in the water (think Kochi... Chinese nets...) which seemed obvious. But gloriously wrong!
