You have to head for Moradabad. I don't know what the condition of the roads is from Agra, but I wud avoid coming to Delhi/Noida. Check wit people in Agra - if you're told to avoid the direct Agra-Moradabad road, try and find out about Bulandshahar-Garh Mukteshwar or Palwal-Hapur roads enroute.
At the end of the Moradabad bypass, turn left for Corbett Park (watch the boards), go upto Jaitpur and take the Darhial-Bazpur-Kaladhungi road. From Kaladhungi keep going till Haldwani, from where you'll get on to the road to Bhimtal.
This route is 30 km longer to Bhimtal than going via Rampur-Rudrapur, but this latter section was said to be in bad condition a few months ago.

There is metre guage train from Mathura to lalkuan. That will be your best bet. Lalkuan is 39 km from Bhimtal. Mathura as you would know is 50 km.

hamara, if you mean the 5311 Kumaon Express, it doesn't start from Mathura at present, but from Kasganj, a 100 km away - better to go directly from Agra to Kasganj, which is approx 50 km.
I researched this for another thread some weeks back.
