I'm not sure North Sikkim would be accessible. You could visit Tsongo or Nathula instead or could try Paro - Bhutan.

Alternatively Gulmarg or Pahalgam in Kashmir or Solang in Himachal and of course Leh are all viable options.
Some of my ramblings!

Sikkim is wonderful and have mesmerizing eyesight scenaries in Winters. You can visit North Sikkim in December and January. It is possible that you can visit North Sikkim unless its a natural disaster, landslides, storm, etc. This is the reason Army always in contact whenever people needs help. Even if snowfall blocks all the possible way of moving from here and there it will be reopened very quickly.
