Transports, shops etc on Public Holidays (e.g. 15th of august, Independence Day)

I'll arrive in Agra the 13th of August early in the morning; i would like to spend the 13th and the 14th in Agra, and then take a train to Gwalior (and the day after to Jhansi-Orcha, and then to Khajauraho).

But the 15th is going to be Independence Day. How does it usually affects transportation (trains extra-crowded? expansive rickshaw?), shops, offices, hotels, places to see (everything closed?)?

In your opinion, is it better to rest in Agra (or elsewhere), maybe enjoying celebrations, or I can go forth with my scheduled itinerary without even caring about that?

[Maybe that questions seems a little bit strange, but in Italy (where i'm from) the 15th of august - which is public holiday as well - is not such a good day to travel or to sightseeing... everything closed, and the few things still working overcrowded]
