Northeast India Holiday

I am in the planning stages of a trip to India and request information from the experts.
The journey will commence 10 September 2014 and end around 30 September 2014.
My primary interests are wildlife and unique tribes that continue a traditional life style which is not staged for tourists.
Budget is 2-3 stars but remains flexible, up or down depending on the situation.
Is a VOA available at most gateway cities for USA passport holders?
Is September a good month to visit the NE?
Since it is doubtful most of the states of this area can be seen in 3 weeks, what areas should receive the most attention?
Sikkim,Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, or West Bengal
Coming from Dubai, which city is the preferred gateway?
Are domestic flights considered more practical than bus or train transportation?
Are special permits required for any of the states mentioned?
