I've observed the same in last few years. Dec-Feb snowfall is heavy but only during a WD. It accumulates and stays for a few days even if sunny.

Mid March - May, there is light snowfall almost every afternoon: very soft, watery snow that melts in one hour of sun. It's not very beautiful like winter snowfall. Seems just like rain but is actually snow. Even flakes aren't that beautiful and perfectly shaped like winter snow.

If there is heavy snowfall in jan / feb, are roads blocked? are there risks involved if one wants to travel during this season.

It depends on the route you're desiring to take. Not all places in the Himalaya get equal quantity of snow. (assuming your question is about that region.)

There has been almost no snow in Ladakh so far this winter. The only real snow event was the one in mid-December that closed Zoji-La for the season. Farmers are getting worried.

Harsil, barsi and gangotri

I visited these places from 25 to 28 january. Updates are as follows:
Barsu had some snow though you can drive easily up to there
On the way to harsil sukhi top has good snow, one should be cautioned while driving
Drive to gngotri was tricky, should go there by hiring a local expert driver only
