Welcome to IndiaMike, sonaina :)

Refer to this Ministry of Home Affairs (MHA) >> Foreigners Division page:

Delegation of powers to State Governments / UT Administrations/FRROs/FROs in visa matters - pdf

After marriage, she will have to apply for a Long Term Visa (LTV) (Section 47) as the 'Pakistani' spouse of an Indian national, in order to be allowed to settle in India. She will not be allowed to work until she has got specific permission to do so (Section 48).

In the future, if both of you acquire overseas nationalities, then too, IMO, the Long Term Visa or an Entry 'X' Visa is the only way in which she will be able to settle in India as your spouse (after you become an OCI card-holder).

You could think about getting married in Dubai: http://www.cgidubai.org/category/consular-services/marriages/

How do you want to get a European citizenship (which one?) if you are living in Dubai? As far as I know you have to live in the country for a couple of years and fulfil some more requirements before you can have the citizenship. In Germany it would take 6-8 years for example.

But seriously, the posting is TLI. (Too Little Information) coupled with wouldacouldashoulda makes it fall into "meh" category.
