No SIM for foreigners in JK

I was expecting my SIM to stop working when I crossed into Jammu & Kashmir. I didn't expect that foreigners are no longer allowed to acquire a SIM card. That is what I was told at an official Airtel store and JIO store. Without an aadhaar card they will not issue any SIM cards. In the past, I was able to purchase and activate a SIM with my passport.
Of course you can still ask a local friend to purchase one and they are always for sale on the black market. Its supposedly a security measure, but I'm sure the terrorists already have a workaround.

Really!? This is bad news. In 2017, foreigners in Ladakh could get a SIM pre-paid card that was scheduled to expire in 3 months or 6. That will be a real pain for a lot of people if they can't even get that!

This might be temporary or even exclusive to Jammu. I wasn't able to find anyone who could provide clarity on the situation. I suppose it could be a move to discourage tourism in JK. There was a terrorist attack in Jammu last weekend just down the street from my hotel.
