sending passport copies by email

I am making bookings in India form the UK.

I have been asked to send a scanned copy of may passport main page to a hotel to book a Safari at Ranthambhore national park.

Is it wise/ safe to do this?

I think its quite alright to email a scanned copy of your passport page. Haven't heard of any problems arising due to the same

I wonder what justification they have?

You can write COPY over it in a thickish felt-tip

Passport for reservation

If you are using a credit card to reserve or pay for the hotel or for the Safari, they might want your passport for additional identification. I use a company in Delhi to book India arrangements and when I pay by credit card, they ask for a scanned copy of the passport pages and a copy of the India visa.
