Kashmir, Himachal, Sikkim, Arunachal ...

It will require a lot of commitment and funding from Government of India and Indian Railways to get going on the project.
The rail line to Kashmir via uncharted terrain of the Jammu hills along side the mighty Chenab river has thrown up so many challenges in terms of bridges and tunnels that it is still uncertain when the first train will cross over through the Pir Panjal.
