International flight get to Delhi on Saturday in November at 11:55 and I want to go to Agra on first train that I am sure I can get to on time. There are trains leaving H. Nizamuddin at 15:05 (Gohad Express), and 16:10 (Mahakoshal Express). I think I can make it to the first train but not sure. Should I just buy cheap seats for both trains just in case? Can I upgrade seats once on the train if better seats are available? If I buy 1st class A/C seats on both can I get refund on portion of the one not used?

A couple of things come to mind (Spoiler Alert: None of them The Answer ) . . . AC in November might be redundant. There can be fog in the Ganges Valley/Delhi/Agra in November (don't see the exact date of your arrival here), cools thing down quite a bit, especially at 6 A.M. Seems to me like quite a rush to get there I'd wait for a day, maybe spend a night in Agra to get to the Taj (if that's your destination in Agra) as soon as it opens.

Most international flights do arrive on time and I think you should not have any problem getting a taxi at around 13:00 (one hour after flight arrival time)that will get you to the Nizamuddin train station by 14:00 for your 15:05 Gohad Express train to Agra.

Yes, you can ask the ticket examiner (TT) for upgrading your ticket class.

Refund rules are complicated and depend on when you present the unused ticket.
"(iv) No refund shall be granted on the reserved ticket if it is surrendered for cancellation after two hours of the actual departure of the train. "
