Indian Railways passengers can now transfer their train ticket to someone else

Nothing is new in these rules... these were present earlier also... since at least 10 years...

There seems to be a difference.

This was in existence.

There really is no change that I can see on the official website:

I wonder why they're reporting on it now.

Regarding transfer to another person who's not a family member, that was also already in existence. The rule was that the non-family member has to be a govt servant travelling on official duty; part of a marriage party; student of a recognised education instt; or an NCC cadet.
