Welcome to IndiaMike

I am not sure whether there are concessions available for non-Indian disabled people. The only concession I know of that does apply to non-Indian travellers is the Senior Citizens' Concession. Trains At A Glance (the nearest thing to an All India Rail Timetable) lists around a dozen different categories of disability that qualify for different concessions but makes no mention of nationality..

If they are available to non-Indians the tickets can only be bought at Reservations Counter at a station. They cannot be booked on-line. Applications must be supported with a "Certificate issued by a Governement Doctor in prescribed proforma".

You would need to go to Churchgate Station or CST in Mumbai.

I can't fund it now, but I remember a prior thread which said that the Senior Citizen and Student concessions were the only ones available to foreign citizens. That thread also had a link to the concession rules.

I have also seen a thread here that states that non-Indians are not entitled to Student Concession Fares. I think this is the relevant rule.

4. Except Senior Citizens, concession on Indian Railway will be admissible on production of the requisite certificate from the concerned Person/Organization in India and the documents issued by persons/organizations in other countries shall not be valid for the purpose of concession.
The IR Concession Rules are here http://www.indianrail.gov.in/conc_Ru...#GENERAL_RULES

I think it was edwardseco who said that he availed Student concessions, but I believe he was affiliated to an Indian institution, not a foreign one. It might be that foreign students studying in Indian institutions are eligible.
