Flexi-fares and Dynamic pricing.

I am a bit confused. Could someone explain what's going on here ? Is this across all farebasis ? i.e 3SL through 1A ? Do only the first 10% of the passengers pay the base fare ? And, rest pay higher ?

Flexi-fares and Dynamic pricing is applicable only for Rajdhani, Shatabdi, Duronto trains.

Dynamic fare was introduced in 2016 on Rajdhani, Shatabdi and Duronto trains under which base fares will jump by 10% for every 10% of seats booked on these trains.

"By paying a higher price for an air ticket, a passenger is ensured a confirmed seat, but a passenger who purchases a waitlisted train ticket by paying a higher amount does not have an assurance of confirmed ticket. Thus, charging a higher fare without providing confirmed seat/berth would force passengers to explore other available alternatives," the report stated.
