Welcome to Indiamike. Seeing your members list for travel I think second option is suitable for you. The places has their own flairs; decide on your own. However, I would suggest to build an itinerary by collecting information available in various threads in IM and then it would be easier to answer your specific question.

Hi Bishnubrata Bhattacharjee,

I have been to Rishikesh and i would suggest you go there.
The cost per head for stay would be approx. 4700 per night for all

You can check Hotel Divine Ganga Cottage, near Laxman Jhula

I would personally recommend Air bnb as it you can get a good homestay. They have both luxury and regular home stays.

Strongly recommend you take this option as the flat/villa owner can help you out with local information as well. Money saver too!

Internal travel, you would have to take the local "Vikram"s, they are like large rikshas which charge around Rs. 50/per head.

Laxman Jhula is must visit for the local Ashrams which offer Yoga, Meditation & Ayurvedic Massages. The local cafe's with a view of the Ganga are also amazing and offer good comforting food.

You must also do the River Rafting in Rishikesh, it would cost you about 1500/per head for the 25km rafting along with 1 night camping stay at a Ganga beach(Camp Mahadev Chatti) with food included. A very good deal if you ask me.

Haridvar is good for the evening arti which starts at about 6pm daily. You must also visit Ram Jhula for the Ganga Pooja at around 6pm.

Mussoorie isn't too far from here, so I would suggest you go there for a couple of days as well. Get your stay through Air BnB to save money and have a great experience.

In Mussorrie you must visit landour as its really beautiful. Otherwise you can roam around the local markets, where you can cycle, enjoy the street food(hot maggie, momo's).

Thats all i have to say about this. The cost should be within your budget of 15000-20000 per head including flight, stay, internal travel everything for a trip of about 7 days.

I too agree with Mr Dorian.
Agra Varanasi, I agtee because Tajmahal is there, is irresistible. But it will be hot there.
Hdw-Rishi will also be bit hot but not that as compared to Agra Varanasi. One more advantage is hills of Himalay are close from there. You can easily visit high altitude places like landour, khirsu and find a pleasant weather there.
I suggest you do visit these Himalayan gems.
