Is there anywhere in the high Northern hills where one could expect not to be rained on in August or September?

definitely not in august. in sep last, you can expect some places, when the monsoon starts retreating.

Trans-himalaya - Spiti and Ladakh are rain shadow areas and get almost no rain at all.

sir ladakh is also in rain shadow area but still few years back there was a cloud burst

The Leh cloud burst was a one off occurrence. http://en.wikipedia.org/wiki/2010_Ladakh_floods (see history for normal climate characteristics of the region).

I did not see much history as I interpret it in that history of the 2010 event. Ill take Herodotus & his imagination over any unrelated event. Maybe on weatherunderground. Still, Ladakh is a good bet. Not much greenery though.

How much is some? When hill areas get socked in it can drizzle 24 hours for several days. However, my bro in law can spend days in a chair watching the downpour. The weather report of that week is our only staff to lean on..

Darjeeling is not a good option to aviod rain in sept. My bet is Ladakh.
