To start with, suggest you post separate queries about the relevant segments of travel in the Karnataka and Tamil Nadu forums, which will give you better responses.

As far as I can answer, here goes:
We stayed at Karnataka Tourism Dept. Hotel Mayuri at Madikeri but I was not particularly impressed with Madikeri at all and would not stay there if I ever visit Coorg again. We liked the Siddhapura Pollibetta area better but this is a matter of personal preference and Im no expert on this area - you will get better ideas on the Karnataka forum.

In Ooty you can consider the TTDC Hotel Tamil Nadu or Hotel Vivek in Coonoor, both are reasonably priced and well located. If you go through the Tamil Nadu forum there are many more suggestions for similar modestly priced decent hotels.

In Ooty near the station or at Charring Cross, you will find umpteen tour operators offering half day and full day tours of all the popular sightseeing places in Ooty and Coonoor, any of these will be the most economical way to cover all the sights within your time span.

In Ooty and Coonoor there is no language problem, every one speaks and understands at least some English.

About buses and trains, suggest you take a look at the TN forum where others will give you better advice.

Mercara is the Anglified name for Madikeri; it's the same place. Similarly, Coorg is the Anglified name for the wider region (so of south-western Karnataka), known in its local name as Kodagu. Madikeri is its main town and headquarters.

Language-wise, Kannada will be spoken here, along with local languages, notably the Kodava language among them (its main people). If other Indian languages are widely spoken here I don't know; English won't be spoken by all, but should be enough to get you by.
