I mean as a state. In governance. In environmental protection. In uplifting the remote people.

And not just for tourists and travelers.

I just read through this article (in Hindi) http://inhimachal.in/opinions/who-ha...achal-pradesh/. It talks about various issues over the years that have hollowed-out the state. Google-translated English version is here.

Being a frequent traveler to HP, I relate to some of these issues. The residents will relate differently. But all in all, it is a sad state of affairs for a state like HP. The place is beautiful. The people are genuine. The heritage is mind-boggling. Borders are strategically important.

What do YOU see as the issues -- systematic issues with administration and governance?

This is logically well written article. most points are on the point. Without taking any names or blaming a particular person, writer has at the same time conveyed the message he wants to.
