I'm planning same, but a little later than you.

Via Manali is of-course much faster than via Kinnaur. Kinnaur route is more beautiful but relatively more prone to road blockage due to landslides.

Buses from Manali to Kaza pass through Batal and Kunzum-la, but they're only one or two and in the morning. I'm not sure of the timing. There are shared jeeps as well. Kunzum-la to Chandratal is down and more scenic as compared to Batal to Chandratal. So while going you can get off at Kunzum-la and walk to Chandratal, and while returning from Chandratal, Batal route is down. Unless, you want to hike uphill. both routes are well-marked.

Camping near lake is no problem.
Only when the last tree has died and the last river been poisoned and the last fish been caught will we realise we cannot eat money.

Camping near lake is not allowed. You can be fined Rs 15000. Anyway, use your own common sense. Why'd you camp in such a fragile area and spoil it's beauty ? There are pretty good camping grounds at some distance. Be a responsible tourist. I can get you number of a guy who operates a camp site there, but phones dont work there. So it'll be hard getting in touch. His campsite is 15 minutes walk from lake, but it will be shifted to distance of 2km next year to comply with the rules.

How do I know ? I came back from Chandrataal 2 weeks back. You can get share jeep, bus pretty easily. There is one Kiran (?) Guest House near SBI Bank where you can get taxi in Manali. They leave at 4 am.
Are you really sure about the timing of trip ? In snowed 3 feet last 15th August and routes can get blocked. Mid September seems late for Spiti

Its very difficult to find a vehicle after 4-5 am as it takes a long time to reach Kaza and it's very very dangerous to drive at those roads at night. Buses, taxis leave at around 4, not 1 am.

You wouldn't need a guide for Chandrataal. From Kunzum La to Chandrataal, it's a distance of just 8.5km on a single trail. I'm writing an account of my experiences on this site as well as my blog. YOu may find some useful info there.
If you want phone number of drivers, I can dig them up and post here

only bus to Kaza from Kullu starts at around 4:30 AM after that only private taxi or jeep but you can try getting bus or jeep upto Gramphoo and try getting any taxi going towards Kaza

There is straight road to Chandrataal unless you need someone to carry your stuff you can do it alone I suggest you take route from Kunzum while going and to batal when returning

Stay away from Gaddi Dogs they are quite aggressive and they will start barking and come toward you
Dont drink water directly from streams unless you sure no one has access upstream you will never know what some one has done upstream (usually sheeps and goats dung and some time human washing their bottoms)
If you feel mountain sick I advice you go back
