kinnaur valley can easily be covered in 11/12 days.

but if you are planning to cover parvati/tirthan valley along with Kinnaur the it will be hectic. So better to stick with one side

In the second half of March Kinnaur can be very cold. It is minis eight degrees Celsius most of this week at night. The rooms are not well insulated. Keep this in mind while deciding where to visit. For some idea about this place including logistics, see report in my signature.

I shall go from Kolkata , and its not possible to make a week-end trip from here , I may get down at Chandigarh instead of Kalka , but I need an itimerary of a complete trip of at least 10 days , and I want to cover Mandi Manikaran Bhuntar Kasol with Tirthan valley. You may suggest the places in this circuit ,

So please help me to do this

I found that Chandigarh is a more conveninent place to reach Kullu .

Spend 1 day each in Mandi, Manikaran, Kasol, Manali and 3 days in Tirthan valley. 2 days will taken from Chandigarh to Manali and Manali to Chandigarh. So that takes care of 9 days. Add 1 extra day to any one of the places that you find interesting.

How did you find that Chandigarh is a more convenient place to reach Kullu? If you use the same technique you will find that there is nothing much to see in Bhuntar. It is where the airport is and is the bus stop for some one to go to Kasol. Also you will find that Manali it self needs 2-3 days to do justice to the town.

I don't want to go to Manali because I have already visited Kullu Manali Shimla etc , and there are also two possibilities of going to Manali again .
I shall prefer to stay at Kasol 2/3 days and go for short treks there, like Chalal and spend night at Tosh.

And if I find time I shall spend one day in Naggar .

Do you think it is feasible ?

What route should I follow ?

Chandigarh - Kasol - Manikaran - Naggar - Tirthan Valley- Mandi- Chandigarh

It should be feasible.

Chandigarh - Kasol - Manikaran - Tirthan Valley - Naggar - Mandi - Chandigarh should be the proper route.

It's not the proper route. Going to naggar would mean backtracking to pirdi and then diverting to the direction of Manali. You'd be only a few KMS from Manali when in naggar. It's better to drop that place and instead visit kasol, manikaran, villages near kasol and then come back to aut and go to tirthan valley and spend remaining time there. With two clear day ex-kasol you can do kheerganga trek easily. For some idea about kasol and route see report in my signature.

OP plans to visit Naggar only if he has time. I am sure once he reaches Kasol / Tirthan valley he will forget about Naggar.
