Any way to get PAP without going to Kangra DC office in person?

Hi! I am planning to go to to the Tibetan Settlement in Bir in March. I have been there a few times, and every time I will stop at Dharamsala for a day or two to apply for and collect the Protected Area Permit (PAP) in person.

However, this time round, due to schedule constraints I will not have time to make a weekday stopover at Dharamsala to apply for PAP in person.

Does any one know of any reliable way to get the permit beforehand, without having to go to the DC office in person?

I am aware of http://mha1.nic.in/papvt/index.aspx, which is supposedly the online portal for PAP applications. However, the site doesn't give much confidence - errors abound in the code such that whatever is keyed into the application doesn't get saved when submitting the application form! I don't even know if the form is correctly submitted. In addition, there is also no indication as to how long the online application will be processed.

Does any one know if it is possible to apply for PAP in advance and completely online through a travel agency in, say, Dharamsala? Any contacts/recommendations? What's the cost?

I will actually be in Delhi right before I head straight to Bir. Any options for applying for PAP in Delhi? I am aware of going to Ministry of Home Affairs in person, but as I understand, that option takes super long (2 - 3 months!) to obtain the permit.

As mentioned in my original post, I am already aware of http://mha1.nic.in/papvt/. Actually I have even submitted my application. The problem is, that site has problems in their code. What you type into the application doesn't get saved properly. So, I am not even sure whether my online submission was really successful or not. There is also no indication as to how long the application takes to process, or how the permit will be sent to the applicant: Is it through email? Is it through post? It's not mentioned anywhere. I have also heard that actually many people have tried to apply through that site online, but apparently no one has got a successfully application! So, I am kind of wondering whether that site actually works. Given my own experience with the site, and other people's reviews, I am not really counting on it to work, so even though I have submitted my application online, I assume that it's actually of no use. I just thought "Why not" and tried it out anyway.

I have also read the tibetbureau.in link before. But those options do not work for me, because 2, 3 months is too long. I am hoping to find a way to get the PAP within ~3 weeks, and completely online (no need to be present in person), before I go to India. Any ideas?

Difficult to get it in such a short duration, it takes a couple of months for online application so the only option left for you is to get it personally. It takes about three or so hours at the most at DC office to get the permit, which of course you must be knowing.
