PIO Travel new Non-US passport w/existing PIO card

Hello,

This scenario specifcally has not popped up in my searches within the forum. The non-US passport seems to be a cause for pause for MHI Foreign Affairs as they have a number of allowances for US passport holders which is why I opened this thread in addition to not getting any hits.

Situation: PIO card is valid.Kenyan Passport newly issued is valid for 10 years. Old passport in hand. Endorsement failed as Travisa long delay and Consulate automatic holds.Visa not an option as the length of approval is equally long.

Travel outcome: Can I travel with the new and old passports and the PIO card and gain entry. There are a number of US passport holders that have reported sucess but I cannot find a non-US passport PIO card holder reporting (though I may have missed it in the searches). If there is anyone who had success or failure, could you post back details of your PIO & Passports? Thanks in advance.

Just as an FYI. MHI Delhi states that you can travel with any passport and valid PIO and the older prior endorsed passport too.
