Mumbai police check - legal way to make them hurry up?!

My (Indian citizen) wife has applied for a police clearance certificate from the Mumbai police for a visa application. We had no trouble submitting the form and supporting paperwork, but we were then told that the certificate would only be ready on July 17! Of course, there was the special "ready in 8 days" option, upon the payment of RS 2,000 with no receipt

Is there any way (besides paying bribe) to request that our application be hurried through? A month long delay in my wife's visa application puts a major cramp in our plans and nobody we talk to seems to know why a simple proceedure is going to take so long. Does anyone have any experience in this area?

A month to obtain a police clearance certificate does not seem excessively long. It would take at least that long in almost any country that offers them.

And if you're in that much of a hurry why not just pay the Rs.2,000 for the 8-day option?
