Insraeli Double Entry to Multiple Entry Visa

My Israeli friend is here in India, he had a Double Entry visa and he now wants to convert into a multiple entry visa. He is currently in India and hence he cannot contact the Indian Embassy in Tel Aviv. Please advise.

? Of course he can, there exist telephones, e-mail. Fax machines.

Visas are not normally convertible; not sure in this case (nr. of entries only, not visa type as such), but I wouldn't hold your hopes up.

I guess if anything he should contact the FRRO about it, but again I wouldn't expect too much of it. If he was only issued a double-entry one, it's not impossible Israelis can only get that and not a multiple-entry, I wouldn't know, this stuff can differ per nationality. Has he reason to believe he can? If so, I guess he should have arranged it from home when applying for the visa.

As far as I know, only the Ministry of Home Affairs in Delhi can make such a change.
