Filipino-Indian Child, Birth certificate, passport & Visa

Hello Everyone,

I am an Indian Citizen where as my gf is a filipina. We have a 2 years old child born in Philippines. So, she has a Philipino citizenship(Citizenship by birth) where as she should be Indian citizen (Citizenship by descent), but I read in an article that going forward 2004 the child must be registered in India within 1 year of birth which we missed.

Few points to mention:
  • We are not yet married.
  • Our child is 2 years old.
  • I am here in India and they are still in Philippines.
  • Our child still carries mother's surname.
  • My gf had been in India for 5 months, in 2011.


The few queries:
(In context with Philippines)
  1. How can I get the name changed on the Birth Certificate (BC) of our child and apply for the passport (atleast filipino passport)?
  2. How long does the process takes and is it necessary for me to be present there in Philippines for the name change and passport of our child?
  3. Is it necessary for us to get married first or can we get married later on as well before we get the BC and the passport for our child?
  4. Do you have contact of any reliable Philipino agents who can get it done as I am a bit busy person and dont have much knowledge of technicalities of the process?

  1. How can I get my daughter an Indian citizenship and Indian passport? (after we get married)
  2. What is the process to get the "certificate of being single" from Indian government?
  3. Do you have contact of any reliable Indian agents who can get it done as I am a bit busy person and dont have much knowledge of technicalities of the process?

It might be complicated but it's all here - from a quick scan it looks as if a) your daughter may not get an Indian Passport if she's got a Philipino one, and b) you need Central Govt. (India) to grant exemption to the 1-year registration rule.

Hope I can find some agent to help me with the process coz yeah its very complicated for sure and needs lot of my time.
