What are the alternatives for proof of DOB ?

My father is 1959 born. He lost his high school and intermediate documents in a flood (my family was in a village back then). Since he already had a degree and job by then, he didn't care for the marksheets.

While applying for passport, it looks like this certificate is required. I am in US currently, and it's difficult for me to go to his school/university to get this document.

Is there any alternative to this ? If not, can anyone share how long does it take to get a birth certificate from university. My father studied in UP board.

Birth Certificate is not mandatory for applicant born before 26th January 1989.

He has few alternatives available:
  • He must be having any Government issued document (like Aadhaar Card, etc) carrying his date of birth.
  • If working in government office, he may get certificate from his office.
  • Alternatively he may submit Affidavit sworn before a Magistrate/Notary stating date/place of birth as per the specimen in Annexure "A" by illiterate or semi-illiterate applicants (Less than 10th class) after deleting/modifying sentence "I do not possess any educational qualification and I am an illiterate person."

He is not a government employee so option#2 is ruled out. He is a post-graduate, so I am not sure option#3 would work either - does it need legal counsel ?
Option#1 - he does have an Aadhar card, which he showed on the day of his appointment. But he was stopped at the entry itself, by some clerical staff (Lucknow office). My father could not argue. Can you share some link/personal experience, which can help us if we get back to the office ?
