Visa for Qatar?

I've read on a few sites that Indian citizens don't need a visa for Qatar.

This is from the Qatar Airways site which allows you to check and apply:

Visa required.

Visa Exemptions:
Nationals of India with a normal passport traveling as tourists for a maximum stay of 30 days. They must have a passport valid for a minimum of 6 months from the arrival date. They can apply to extend their stay for another 30 days.

Visa Issuance:
E-visas can be obtained before departure at https://portal.moi.gov.qa/qatarvisas. Passengers must have a printed e-visa confirmation.

So does that mean my husband doesn't need a visa, can get a visa on arrival, should get an e-visa or ? (He qualifies for the exemption above.)


To further confuse me this is from the Qatar Consulate site:


Please note that citizens of 34 countries, including citizens of the United States of America, can obtain a tourist visa for 30 days upon arrival at Hamad International Airport or border and sea ports.
Passport must be valid for at least 6 (six) months and a valid credit card to pay fees of $ 28.


List of countries where citizens can obtain a tourist visa upon arrival:

Finland, France, Germany, Greece, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Malaysia, Monaco, New Zealand, Norway, Portugal, San Marino, Spain, Sweden, Singapore, South Korea, Switzerland, the Netherlands, the United States, the United Kingdom, and the Vatican

India is not listed above but there are only 24 countries listed, not 34!
