I had applied for reissue of passport on 19/10/13 in the normal mode (NOT tatkaal). My address had changed. The passport was issued with post-police verification. I had given two addresses: present address as the hostel address (living from jan 2011) and a permanent address.

1. The verification at permanent address was over. The report is positive but the police have remarked that two references have not been mentioned. I believe it should not be a problem as the PSK asked for references only at the present address. Please confirm.

2. The verification at my present address is also complete and positive with references. It happened just 2 days back. It will go to the CID and then to the RPO. I think this will take more than a month. my doubt is if I can travel abroad on December 17th even if the report has not reached the RPO?

When is your current passport expiring? There is no restriction that you can not travel while your reissue application is pending. Why not resolve any pending issues before you travel. References are important and unless its been a really long time since you left the Permanent address, you should be able to provide references.

As long as you have sufficient validity on the existing passport for the country you are traveling to, it is Ok.

My previous passport will be expiring in 2019. But it has been stamped "cancelled and returned" at the PSK. My new passport has arrived with the new address with a 10 year validity from now. I have done all formalities at all police stations. The problem is with the bureaucracy which takes time. So i dont think both my reports will reach RPO before 17 december. Can I travel as this is a "post-police verification" mode ?

The PSK people asked for references only for the present address, not the permanent address.

Ok, so now you have an old passport valid till 2019 that is cancelled and a new passport issued recently under "post verification" meaning that the police verification will be done post issue of passport.

The passport is good for travel. To be completely safe and not worry about it, It would be a good idea to give a written intimation to the Police station (current address) informing that you have already received the passport under "post verification", the PV is completed on xy date and that you are leaving for XYZ country and are likely to return by ABC date. Ideally submit it personally and take an acknowledgement from them on a copy for yourself.

There is nothing to be confused about.

Your passport (the new one) is good to travel. Go ahead.

Even with the "no references mentioned" comment on the permanent address?

Is there any way to know the status of post-police verification?

PS: I had applied in the normal mode, not tatkaal. So I did not submit a verification certificate.

Passport under Post Police verification are issued in rare cases where the case is simple and no surprises are expected and PSK/RPO believes there is no need for a PV first. Its actually a privilege that you got it that way.

If you really want to resolve the References issue, either get new reference for the permanent address or the current references can also give an addition reference saying that you were staying at XYZ before you moved to the current address and they have known you long enough to know where all you have lived.
