My Scenario:
  1. Both my wife and I have the same address on Aadhar Card of Faridabad
  2. I have a passport with same Faridabad address and name of my wife attached in the passport.
  3. My wife has the address of their old home in Durg but now the family has a permanent house at a different location (Bhilai).
  4. My wife passport also doesn't have my name attached
  5. But we have marriage certificate where her permanent address of Bhilai
  6. Hence, she has passport address of Durg, Aadhar with Faridabad address (as myself) and marriage certificate with address of Bhilai (i know it is very complicated)
  7. Now, she will be delivering at her parent's house which is in Bhilai
  8. we are planning to apply for infants passport immediately in Raipur using Tatkal service

Questions:

  1. Can we apply from Raipur, though our passport has Faridabad address?
  2. what documents will be required?
  3. Do we need to submit any documents of wife's parent? if yes, then which ones?
  4. Will police verification happen?
  5. Do all three of us (me, my wife and infant) need to visit PSK for application?
  6. is there is specific photo requirement for the infant?
  7. How much time it takes to get the passport in Tatkal service?

First, the passport of the person (who will be applying for issuing of infant's passport) is required to be reissued with all the updated information. In the process new address will also be recorded in Passport Office.

I have read that it should be fine if one of the parents have the name of spouse in the passport. So is it necessary to update passport of my wife?

The person who is going to apply should have an updated passport.

I already work outside and my wife is in India due to pregnancy. Hence, I will come during delivery and will like to do things as fast as possible.

@prakaant, what you mean by the person who is applying? you mean who creates the id on passport website? I think passport of both parents is required. Can you please give me an elaborative answer here?

One of the parents will be creating log in ID, complete form, upload it, will be attending interview, etc.

In your case your wife will be doing it. She should have an updated passport.

It seems, your passport is also not updated.
