Need help with selection on passport application

Hi, everyone

Recently, I lost my passport and I am planning on applying for a new passport. However, there is one question that I am trouble selecting the exact field.

Earlier, I had visa to the US. Couple years ago, when I traveling back to the US after visiting India, the immigration agent at the port of entry found out about my discrepancy on the work permit application filed by consultancy and I was sent home (India) on the next flight.

Fast forward to the present day, I am having trouble interpreting and selecting the right answer to the question:
"Have you ever returned to India on Emergency Certificate (EC) or were ever deported or repatriated?"

If I understood the situation correctly, I was refused entry / denied entry and not deported because I did not step on the US soil yet at that time.

Correct me if I am wrong. Thank you!

You should select "Yes" option and mention the incident. And, you should leave the matter in their hands.

So, does this incident affect my chances of getting a new passport? I am paranoid now.

They will ask you few questions. You will get passport if you provide them proper and satisfactory answer.
