Departure form eliminated for Indians (but not arrival card for foreigners?)

Couldn't find a really appropriate forum for the following.

"From July 1, flyers won’t have to fill departure forms"
"The same information (about the passengers) is available in the system from other sources," the home ministry order said, explaining the rationale behind the discontinuation of departure cards.
Background: Indians currently have to fill out paper departure forms, but arrival forms were eliminated a few years ago. From next month there will be no forms at all for air travel. Departure forms will still be needed for land/sea travel (why?)

Foreigners, on the other hand, require arrival forms but not departure forms. Since the arrival form is no longer distributed on the flight by most airlines, there is a mad scramble to find and fill them out on arrival.

You'd think they'd eliminate the foreigners' arrival form at the same time as the Indians' departure form, based on the same logic quoted above; but no mention of this in the news.
