Welcome to India mike !

Yes, you itinerary looks good & very much doable. For Pelling sightseeing , you have to book a cab for the whole day & you need to start early ( around 7.30 am) to cover all these places on a single day. You will get many budget hotels within 1000/1200 Rs in or around MG Marg area of Gangtok & in the Jeep stand area of Lower / Middle Pelling. In Darjeeling you will find some budget hotels in the lane beside the stable in the Mall ( Zakir Hussain Road ). For Feb you don't need to book hotels in advance

For point to point transfers ( like NJP station to Gangtok , Gangtok to Pelling etc) you may opt for shared Jeeps also. Plenty of shared jeeps are available on these routes. Charges are around 200 / 250 Rs per head. For exclusive cars ( smaller cabs) rates are around 2.5 K (Pelling To Darjeeling transfer would be around 3.5K ).

Reasonable Luggage is included in shared jeeps. Go to taxi stand to book the seats in the taxi for next day. February is low season so you can negotiate a little for a reserved car. Do not book anything on line. You can easily book on arrival.
Train is running for tourist loop. Look at IRCTC for train booking and information.

The train you are talking about is NJP-Darjeeling Passenger train. The joyride-train runs between Darjeeing & Ghum only , not between Darjeeling - NJP .

Yes, it's a toy train. Sorry, I misread your query & thought you were looking for info on the Joyride trains from Darjeeling to Ghum.
