Kerala is the least corrupt while Bihar is the most

As per the composite ranking of states in petty corruption cases involving common citizens and in the 11 public services, Kerala stands as the least corrupt state in India while Bihar tops the list.

Jammu and Kashmir has been ranked the second most corrupt state of the country while Madhya Pradesh, Karnataka, Rajasthan and Assam are also badly afflicted with the problem. Delhi stands 10th in the list.

The study said all services in Bihar are ranked as the most corrupt in the country. Except hospitals, all services in Jammu and Kashmir are also corrupt while in Madhya Pradesh, municipal services are ranked relatively better.

Once you start talking about 'attimari', Kerala begins to sway...still, I am not surprised by Kerala's ranking.

I wud agree about Kerala. Have been here for an year now.. and compared to other places the corruption is much less esp among public servants..

Info on attimari..(loading/unloading workers..)

Well , there are some govt departments in kerala which are high on corruption ( like Motor vehicle , police ) . But generally it is less .

i always thought that the punjab is no. 1 in corruption as well ! as the locals say at least the standard of bribe much higher than else where in india,no let off with a small bakhsheesh.

Attimari: exorbitant charges demanded by labourers engaged in loading and unloading activities.

It is a monopoly of groups of headload labour who insist that any loading and uloading of goods must be handed over to these groups and the labour charges are fixed and non-negotiable. It means that you have a coconut tree in your house. You cannot employ your own person to harvest the nut. Instead you approiach the local labour union, pay them whatever they ask for and get them to do the job.
