The beginning sounds foreign enough to me - that is till Pradeep Kumar enters the scene lip-synching to Hemanta Da singing Rajinder Krishan's text in his Rabindrasangeet mode.



In the 1960s Radio Ceylon used to have a special half-hour weekly programme called Anokhe Bol (strange lyrics) devoted entirely to songs like this one.

Is this a "foreign" language? This is just highly Persianised Urdu: the syntax and structure words ("hai", "se", "ka") and a whole line "jal uThega aapke" are completely "Hindustani".
