I recently applied for a visa conversion and I just want to provide my experience in case it's of any use to anyone, or you're just bored on a Saturday afternoon.

I applied for an X visa while I was on a Tourist visa. It may be possible to apply for other conversions but I don't have any info on that.

In my case, the visa processing center in my city thought it was totally appropriate to change info on my application to get me to apply for a Tourist visa (without telling me) even though I was eligible to apply for an X, simply because I didn't have all the required documents present at the time of applying. Who knows, maybe they work on commission.

On a side note, an X visa is also called an Entry Visa. Apparently, on any other type of visa you just magically appear in the country; no entry required (do those visas come with ruby slippers, I wonder).

Anyway, since I want to apply for PIO, I first had to convert to an X visa as Tourist visas are not eligible for PIO applications.

Luckily, in order to convert your visa you need to provide pretty much the same documents as if you were registering with your F.R.R.O. The documents are:
Passport Photo
Proof of residence (letter of residence, recent bill and ID OR Form C)
Passport copy (picture page)
Visa copy (including arrival stamp)
Any applicable documents required for the visa type you're converting to.

Now, my conversion was done in 2014. Rules and procedures may change down the line and so blood samples, and bone marrow may be required in the future.

Since collecting the documents can be straight forward (and submitting them much easier than the last time I dealt with the F.R.R.O. years ago) the only thing you have to worry about is the ₹10,000+ in Conversion and Extension fees and those intelligently designed, terrorist catching questions the F.R.R.O. officials love to ask you. You know, the ones where the answers they want are already on the documents provided. Correct me if I'm wrong, but if these terrorists are able to create bombs and design attacks, are they really not going to be able to memorize a few names and dates?

So that's the somewhat unnecessarily lengthy explanation of how to apply for a visa conversion from Tourist to X.
