Sorry I don't have numbers for a Bolero, but I would suggest you hire a separate vehicle for Assam-Arunachal and Meghalaya. Also I feel finalizing the itinerary should be first priority. For this, I can help you with your Meghalaya leg.

Yes you will find a couple of homestays along with the more adventurous option of setting up camp just next to the river.

I am planning to hire Innova from Guwahati for my entire tour of 16 days. I hope this saves time and efforts.
Quotation for Innova is around 68K including Bumla. Is that ok?

We are 4 people now including our parents.

I believe so, yes! But do check with the organizer that you don't have to pay extra money while going to Bum La as in the way, Arunachal drivers stop the Assam cars and asks for ~5K or to come at their vehicles (costing same ~5K).
Another point, Start early from Tawang the day you are visiting Bum-La. The weather is unpredictable. Make sure, car has good quality tyres with chains available. I hope you do know that Bum-La and Madhuri Lake requires RAP(Restricted Area Permit)? Arrange that once you reach Tawang. You can also make ILP for Arunachal Pradesh from Guwahati also.
