Guwahati to Tezpur should not be more than 4.5 hours.You can proceed towards Bhalukpong and spend the night there instead of Tezpur.Also,Tezpur to Dirang would take you more than 6 hours.So starting from Bhalukpong would be better on that day

I have been In himalaya many times both in motorcycle as well as four wheeler. But I wouldn't suggest riding bike on rainy season. I planned our Tawang trip on April first week hopping there won't be any rain.
Motorcycling in himalaya is not advisable as danger of land slid is very high.

Hello guys.
I am just back from Tawang today. It was me and 4 other college friends from Kerala. We rented three RE thunderbird from Mr Neeraj who owns a bike rental company in Guwahati. He is a very cool guy with passion in travel. His company name is Himalayan Phoenix, you can search google for location and other contact details. It was 1200 Per day for Thunderbird and you need to pay Rs 300 per day for gears.
Our itinerary was almost Similar to what I posted above still we had to change few things.
Day 1 05/04/16 Guwahati-Nameri jungle camp. 222km 6 Hrs
We had to wait for one of our friend who is coming on 5th morning so we could not start in the early morning, started by 12 PM. I would recommend you to start early morning from Guwahati so that you can reach Bhalukpong early and make ILP in case you have not made it yet.
Our ILP was made by Neeraj from Guwahati. You can make it from Dehli, Kolkata, Guwahati and Tezpur.
Itinerary
Day 1
05/04/16 Guwahati- Nameri Eco camp 223km- 6 Hours —Very good roads
From Guwahati you can find two routes for Tezpur if you search in google maps. Take the longer route (AH 1 andNH 37) as road is 4 lined in 70% of the stretch. We reached Nameri by 6 PM and it was already dark. There is a resort just before the Camp, they charge Rs 1000 for a bamboo cottage.
Day 2
06/04/16 Nameri-Tenga 102km--5 Hours —Manageable roads
Just after Nameri you get Bhalukpong Check post, you have to show your ILP and enter your vehicle details. We were planning for Dirang on second day but one of our bike had some electrical problem so we were stuck on the way. It took some time to rectify the problem, otherwise we would have easily reached Dirang. Tenga has couple of lodges and few restaurants and you can take bath from river near Tenga valley Army camp
07/04/16 Tenga- Tawang —200km-- 8 hours Mix of good and bad roads
It was longest and hardest ride we did in this trip. From Tenga till Bomdila its very good road. The bad roads starts from Bomdilla. Till you reach Jung the road is really bad except few km of good road in between. We could not start early morning from Tenga as we had bike problems so we reached Sela top around 4 PM. It was heavily raining with hailstorm and fog, it was a hell of ride till Jung. From Jung to Tawang you have very good road.
08/04/16 Tawang Sight seeing --Boomla pass
We have to take ILP for Boomla pass visit, as we reached late in Tawang the previous day we could not make it. Try to reach Tawang before 5 PM so that you can make ILP on that day and next day morning you can go to Boomla after getting approval from Army in the morning . Even though we did not have ILP we went till Y junction, which is about 20km from Tawang towards Boomla pass. You can see few frozen lakes on that way. Famous Madhuri lake is 6km from Y junction, you can visit there without ILP.
09/04/16 Tawang—Bomdilla 178km 6 hours
We visited Tawang monastery in the early morning. after that we headed towards Bomdila. Bomdila also has a Monastery.
10/04/16 Bomdila —Guwahati 338 km 8 Hours
Started Early morning to towards Guwahati. As we knew all the road conditions already we could ride fast to reach Guwahati before Sunset.

Your advice is helpful. Taking too much risk is not advisable especially in new place. A better strategy is to visit the new place by conventional means. Then we will get a picture of how it is. Then if needed the adventure element can be spiced up in the next visit

You won't be able to visit Bum La with the same ILP. You need to obtain permission from Army at Tawang, though for that the ILP is required with individual's photo identity proof.
