it's not natural to chain a wild animal and expect it to behave like a domestic pet.

It can be dangerous working with most any animal, and far more so with large ones!
I have spent a lot of time around the elephants in Jaipur where they only use female elephants for safety reasons. Even at the Elephant Festival they use females and hook wooden tusk to them making them look like bull elephants.
These elephants are in the public eye around tourist and their treatment has improved greatly over the past few years that I have been around them.

Here's a 360VR pano that I took of an elephant being painted for the Jaipur Elephant Festival:

Any idea how many people are killed by our pet dogs?
In 2007, the USA had 32 fatal dog attacks on people. This was the first year in which details were published by Dog Bite Law (www.dogbitelaw.com). The home page of Dog Bite Law contains an analysis of the 2007 statistics, especially as they relate to the one bite rule.

Only those who will risk going too far
can possibly find out how far one can go.

it's the conditions at these festivals - apart from huge numbers of people everywhere, the elephants are made to stand for hours in the sun waiting for proceedings to begin, on tarmac roads (they are meant to tread earth), music blaring from loud-speakers, etc.
