One of friend is travelling down to India on 25th of this may from philippines and he has booked his flight tickets and got his visa are there any other formalities that need to be fulfilled for visiting india....and can he stay at my house without staying in hotel will there be any obligations in it

Don't do anything, especially not filing these reports. Ok, by law you have to but it'll just be a gigantic hassle. I have visitors all of the time and not once did I file such report. Neither my visitors or I have ever had an issue with this. Don't wake up the authorities, it's too hard getting them asleep again.

If he is your friend and coming only for 2-3 days then I don't think it is necessary to inform the officials. If you will inform them then your those 3 days will give only tension to you and you will not be able to enjoy with your friend. So screw the rules.
Use GPS while you travel.......

If it required by Law, then do the needful. It only takes one bad moment to regret a decision for life. I don't agree with all those who advice about giving a damn to rules...rest of course, is your take.

Goangoangone is incorrect. The order he states was repealed by the Indian Government. The new order called, "The Foreigners (Report To Police) Order, 2001" is attached herewith. However it is not clear when or if this new order was notified in the Gazette of India. Cna someone find out through RTI and post here?

Cut to the chase, enjoy your friend's visit and ignore what was probably never meant for short, friendly visits (the baleful influence of the British Raj). Nobody has ever filed such crud for my stays over the decades..
