There are several threads on Bakkhali in IM. I suggest you go through these posts/threads first and then come up with your questions. I believe most of your quarries would get answered if you study these posts. However, for your information here is a link to a thread: Weekend trip to Bakkhali-Frasergunj
As regards your quarries, if you go on weekdays, no booking would be required. But if you prefer to go on week ends, you should pre book your hotel. In my opinion, the best option is WBTDC's Tourist Lodge, which can be pre booked from BBD Bag Tourism Center. Besides, BENFISH has got a hotel at Frasergaunj, close of Bakkhali and again BENFISH has another Lodge at Henry Island. Apart from these, there are quite a few private hotels at Bakkhali as well as Frasergaunj. Once I stayed at a hotel called Bay View, which is located at Bakkhali and was reasonably good. Their tarrif was Rs.400/- for NON-AC double room. It might have gone up by now. They have AC option also, but I don't know the tariff. Hope, this helps.
