I take it you have had a look in the Forums section which has a sub-forum for Charitable Organizations & Volunteering. From what I have read previously,it's not easy and most reccomend strong Legal & Business Advice. I suggest you even travel to India and personally speak to Persons allready involved in this. Hi you'll have to start a Trust or a society, these both have different rules which can be found by doing a quick search in goolge.... In your governing document you will need to mention the scoe of your activities and you'll need some help from an advacate to make it as clear and simple as possible, but that still covers any activities you woulike like to do now or in the future. This then needs to be submitted. That's the easy bit... then it depends what you're going to do... You have to apply for income tax excempton seperately and also if you want to bring in or collect funds from non Indians you will have to get prior permission under the FCRA (Foreign Contributions Regulation Act). Then there's audited accounts and if you're going the education route you'll have to apply to the department of education, otherwise perhaps the Department of Women and Child. In Goa there is also the Goa Children's Act in force. There are plans to have a similar bill passed for the whole of india, although not sure when this will come into force...

In addition to some of the things mentioned above, you will also need a decent amount of support to get anywhere. This not only include local and foreign support, aid, and donations but you will also need a board of directors. You can establish a foreign trust or organization and operate in India, but if you plan to develop an org. or trust within India you will need all the board members to be of Indian origin. The best plan is to start within your country of nationality and expand programs to India.
