I want to drive to Harsil on my motorcycle, my wife riding pillion.

Would go via Rishikesh and comeback via Mussoorie.
My main consideration will be avoiding black ice

Which would be the best time to visit- November end or March end?

If you want to avoid black ice, visit in March end. There has been snowfall recently between Harsil-Gangotri, so you will defenately find black ice.

This is just my experience, but I have never seen black ice in all my travels on its own, without any other form of ice present. There is always easily recognisable snow and ice that serves as a warning for likely presence of black ice and slippery road.

As to when is it better to avoid, I have slightly different view from Neeraj. In March when there is plenty of snow, black ice forms more easily on roads where vehicles have made a way as all possible conditions are present like freezing temperature and water. Best is to not be the first ones on the road, and follow some four wheeler, basically, always let some other vehicle be ahead of you if you perceive black ice risk.

Having said this, Neeraj is much more experienced than me so even I would go by his suggestion.
If you find my posts confrontationist, please bear, I am an old frustrated guy who has nothing better to do than sit on rocking chair and curse the world whole day

I have decided to go in first week of April before starting of Char dham yatra, hope there will be less possibility of black ice by then and more choice of accommodation.
