What is the best way to get to Rishikesh from Delhi?
Is it possible to book train tickets in the Internet (what site should I use?) or by phone?

To book your ticket in advance,please visit www.indianrail.gov.in
If you want luxury then travel in AC compartment but if you want to see real india then,travel in Non-AC.

Once you come out of the train station turn right on the main Hardwar road for the bus station to Rishi, it's a 3min walk or you can take a cycle rick for 10 RS, but it is just a short walk away. Take the bus to Rishi bus stand where you can take an auto rick to Swarg Ashram area, once you get there you follow the path through all the shops until you come to the bridge, cross over & turn right & you will come to Parmarth Ashram after 5min walk. or alternatively to cut out the walking once you get off the rick take the 1st right near the start of the shops where you can take a boat across the Ganges for 5 rs, this will drop you at the other side almost level with Parmarth.

Are you talking about train tickets?
You have to use one of the "payment gateways". The other options are for Indian bank payments. If one does not work for you, try the other.
You can, and many do, book train tickets from abroad. Please see the threads in the Indian Railways section of this site to learn from other people's experiences.

Not a problem.
If thats a problem.its not a big deal,becaouse there are lots of trains to rishikesh from delhi,so you can easily get ticket on arrival and moreover there is reserved quata for Foriegn tourist.I'll suggest that get your tourist railway pass once you arrive here ,so that,you do not have to run for tickets again & again.

The IndRail pass buys you a number of rides depending on what pass you buy, but you still need to reserve those rides, or the pass means nothing. In other words, you can't just hop on a train with it.
The Tourist/Foreigner's Quota is something else: Only on certain stretches and trains, some seats get reserved for foreigners who can prove that they are, for the purpose of overcoming the eternally booked-up trains problem. This isn't a sure-fire process as again it doesn't exist on all trains or the quota itself may already be used up, but it's always worth asking about it.

If I had a rupee for every time I've typed the following.....and I think the last 2 times were about getting to Haridwar, the last time was about a week ago........
The morning Shatabdi train (number 2017) from New Delhi (06.50) to Haridwar (11.25) has some tickets held back for 'day of departure' sale, these tickets go on sale at New Delhi train station 2 hours before the train departs, but you may be best to get there early as the tickets may sell out quick.

Machadina,Indian rail pass is available for tourist,infact,only for tourist.
& now svetlana,If you do not get tickets,then the last option would be,take a taxi(Pre-Paid) from Airport to rishikesh.It will just cost you Rs 1000 more.

Speaking generally, as I do not know North India at all, but --- there is noway I would take an airport car on a long journey. I wouldn't take one on the street either.
I'd want a day or so in my arrival city to check out a couple of "Travels" companies, see how much they charge, and make a decision.
You then know where the company is; you have their card if anything goes wrong...
Possibly someone here might be able to make a recommendation for you.
