A suggestion I had (based on the poster JuliaF had posted), is that if you're going to get it pasted in Rishikesh or even hand it out as a pamphlet to people, it should be in Hindi. Not to say that the police or most people wont be able to figure out from the picture but if it's in Hindi, chances of getting the message across correctly are so much higher. There're 'missing person' ads in papers in India quite often and in Hindi heartland, the local language ones are more impactful. Also, his height and eye color should be included (since the poster will likely not be in color print out).
I was trying to do that using Google email (I don't have the relevant font installed here on my work computer), but if in the interim someone else can do that, I think it's going to help.

I hope there are resources being urgently deployed to determine if he actually want on a trek, or if this is not clear, at least which areas he seemed interested in for trekking. Acquaintances in Rishikesh may have heard something about all this from him. I would also canvas bus and taxi stands with that poster for the same reason- and the Haridwar railway station too, just in case he changed his mind about the trek.

One of the paramount things to do is find the last known place he stayed at. As not only might this give us a clue as to where he was last seen in Rishikesh but the C form/Hotel registry usually includes a section on where you plan to go next...
Rishikesh is the obvious starting point but trekking that could be anywhere in the Himalaya, or indeed he may have abandoned that plan altogether.
So if in Rishikesh the trail runs cold, the c form (or phone/credit/debit card records but that could take time)will help you find out where he planned to travel to next...

Would it be possible for you to give more details? Like why do you think he 's missing. Was he supposed to be back in Ireland by now ? How long was he to be in India?.......
