Is it possible to tour Harsil\Dharali in winter at February end?
What are the accommodation options?(GMVN site shows, its bunglow at harsil open through out the year)
Is there any special permission required?

at Harshil there is GMVN and some camps also but i always prefer Dharali and there are plenty of staying options at Dharali, with a small market aswell.
and you may find snow at Dharali (around)...

Is it a good idea to travel directly to Harsil from Haridwar? (Its almost 2500 m height gain!) or Halt at uttarkashi is necessary?
How much aprox. time, it may take to directly go to harsil from haridwar? (For direct car)

if you have spare day then you must halt Uttarkashi...
rest, one can reach Harshil/Dharali by evening if he starts early morning from haridwar. it will take 10 hrs (with breaks)

Haridwar to uttarkashi will take appx 7 hours if road condition is decent.
Uttarkashi to Harshil can take 3 to 4 hours by car.
And Moreover if it snows heavy then you might not even be able to reach harshil, so better haly at uttrakshi and enquire about waether conditions.
And How I do know all this?
I live in Gurgaon, grew up in uttarkashi and come from village near Harshil.

Actually I want to avoid uttarkashi as a halt.
I want some less crowded and higher altitude place to halt in this route.
What are the options I can think of? (Maneri Dam, Bhatwari or Gangnani). I want decent accommodation for family stay.

Maneri is also good choice but I dont have much info on accomodation, if you get it then maneri would be a good idea. What you can do is Stay at Uttrakashi, and then enquire about the conditions in Harshil. Road till uttarkashi will be trouble free, and if possible take route via Mussourie, to reach uttarakshi, it woudld be worth the experience and save you some time.
Let me know if you need more help, my relatives live in that area. I will talk to them and let you know the current conditions over there.
GMVNL acco at harsil is quite good and the staff is also courteous and helpful. But I agree that the road ahead of Gangnani can be quite tricky if it rains or snows so do take care and travel with a good driver from UK itself who is used to these conditions.
You may be hard pressed to find people at Harsil if it snows!
