How about Lansdowne?

Nice , quiet. You can drive there from Delhi in under 7 hours. Not much to do other than walks and chilling in general!

Morni is located in Panchkula...near Chandigarh so you can either drive or take a train and then a taxi...

Driving time is about 5 hours or so from Delhi.

Kausani...or ...Choukri in Uttaranchal....or both

Just came back from there. Had the pleasure of witnessing all types of weather....they were just beautiful...

Even Ranikhet will be very good in rains...

There are many places in Uttaranchal. Last monsoon, I was in Chakrata, and it was just heaven. The climate was foggy, all the time, nice walks, and we had stayed in Hotel Snowview. And Chakrata is not too far too. Had also been to Harsil, which was lovely too, but that will be too much travel for you to do.
You can try other places in Kumaon too. Chaukori, or Kausani, as EOS suggests, would be good too.

Gushaini and Chakrata are good choices. I'll add a third - Rohanda.

In order of priority

1. Landsdown : a quite, beuatifull army town, not much activity.Close to Delhi.
2. Nathuakhan : In nanital district, beyond Ramgarh. Two places to stay... one with famous motorist Murad alid baig's cottage. Secondly in tented accomodation in a apple orchard managed by a Ex Army Major. check the Outlook book....Will take you atleast 8-9 hrs from Delhi, if you are driving in ur own vehicle.
