Wayfarer, we don't know the temp during Dec, but I think there will be snow. Staying in tent at deoriatal and at Tunganath is well thought. I don't know about Dugalvita and we had a booked car for our entire trip. I think hire and fire of car is not good idea for your trip.
Sialsore is a good place to spend a day.

Well, why not you planning to start the upper Garhwal first.......you all'll be fresh and fit to do it...........
beside respected "Bhabi'ji" cant control to do some marketing in Haridwar..........
and you have to carry those extra luges rest of your entire tour.Another suggestion, move to Rishikesh just after reaching Haridwar by Auto, Bust, Taxi, etc. and grab a hotel/dharamsala near bus stand. It'll help you like that:
1. Transport options are more to upper Garhwal than Haridwar.
2. By starting from Rishikesh you'll be advance around 2hrs for the next long journey towards Syalsaur.
3. You can gather advance info or booking before journey. Even you can get the early morning "news paper jeep" from there.
4. If you got time you may explore Rishikesh; so you dont have to re-visit this place from Haridwar at the last leg of your journey.
Here is the Rishikesh Taxi Association card in case you want to hire..........they'll cost you little bit extra, but safe and reliable.

After getting Rudraprayag within 3/4 pm, you can find easily bus/share jeep/taxi to Syalsaur. In this context you may also opt for Chandrapuri too.....its a nice place too.
From Rishikesh, if you'll manage to get a direct bus to Gaurikund/Phata/Guptkashi/Ukhimath, it'll drop you Chandrasila or Syalsaur.
