How can I bring and use a radio and GPS in India? Which types of radio and frequency are allowed? Can I use GMRS radio?

I took a GPS but didn't know how to use it so that suggests something first. People on the computer branch of the thorntree educated me after the fact. I didn't find many waypoints but consider who is "talking"..

GPS is becoming available in India now. A search herein for GPS or maybe Digital Mapping will reveal more information.
Unless you have digital maps for your GPS then all it is going to give you is Latitude and Longitude readings --- which is fine if you have a suitable map to plot the results on.

The longitude and latitude are enough for me. I am aftaid to problems with police/customs only. And what about a situation with ultra-short and medium waves radio? Will I have problems if I take it to India?

I don't think you'd have any legal problem with bringing in a regular radio (receiver) or GPS - you aren't going to be tranmitting anything with either of those devices.

not a problem
seen a lot of ppl carrying GPS sets in Himachal for trekking and ATB biking so shouldnt be a major issue .. a long range radio however is a seperate story , but can vouch that the same should'nt be a major issue in Himachal except for the places where u need a inner line permit

You might find these folks useful: cr-india -- A list on community radio in India. It looks like transmitting is strictly regulated indeed but maybe they can tell you more.
