This wud not be the first time there has been a 'clash' of conflicting instructions between ITBP and District HQ. In 2004 during the off-season they turned me back at Kopang, 13 km short of Gangotri. Next day I met the SDM at Uttarkashi, application for permit in hand, and he told me categorically "There is no ban from our side for visitors going to Gangotri." Nevertheless he approved my application and wrote an additional note on the same paper to ITBP telling them not to stop people without permits. Back at Kopang, the ITBP told me that the DM and SP had both come visiting previously and gave clear instructions (verbal of course
) to stop anyone getting past without a permit. Go figure.The concern in that area is a lack of police in the off-season, which people try to take advantage of by building illegally at Gangotri. |
