A road doesn’t necessarily mean a lot of traffic and instant industrialization/urbanization of the area. On theory a road allows the local resources to be tapped and fetched to the market where there is demand. I am not sure if this area is rich in certain resources that will encourage commercial activities. Neither I think that the road will attract great many tourists as well. In India general tourists associate Himalaya with snow and to see snow they currently prefer and I assume will continue to prefer a soft destination like rhotang pass where u can just step out of ur car and touch the snow and return to the comfort of a hotel within hours. So I believe the road will not be an environmental hazard but a delight to all travel enthusiasts like me who simply does not have the stamina to climb great mountains.
Other way just not having a motorable road does not ensure preservation of environment, Look what has happened to area surrounding the way to Mount Everest!!! |

No. Pin River is after you cross the Bhaba Pass. This is the Wangar Valley National Park (is there such a thing??) also known as the Bhaba Valley

Is it possible to find an accommodation at Kafnu or what is the nearest option ?? How far is bhaba top from there? Can mules reach bhaba top?

Very safe, specially since it says so in the first line of #23.
Surprised Avid missed that, unless he was thinking of Oven Toaster Grill - I believe those Bombay guys can really eat up! Avid, I wud say a safe bet to book SEB RH is at Shimla. Other than that, maybe at Rampur or Bhabanagar. The one at Bhabanagar can apparently be booked locally. Here's what I found on HPSEB site.
